Enabling persons with disabilities to live an independent and dignified life requires precise diagnosis and education, treatment and comprehensive rehabilitation, and implementation of programs that invest in the potentials and capacities of individuals and their families, and societies. It also requires removal of all barriers to create an accessible and secure environment that applies international standards. This will be available only through an institution that offers comprehensive services with high quality.
